What Was Dick Really Hiding?

I've been promising for a few days now that I was going to do a post on Anne Armstrong, whom I've dubbed the grande dame of Republican scandal. I'll get there, I'll get there. But first let me talk about why I think it's important.

By now, I think all reasonable people agree there are a number of curious discrepancies in the Deadeye Dick shooting story. And while I think the rumors floating out there have a germ of truth to them, I don't think they can fully explain the story. Oh, sure, I'm sure alcohol was a big part of the story. First Katharine Armstrong the 100-yard eyewitness says "No, zero, zippo" then she admits on background that there might have been a few beers in the picnic basket? Then Dick sheepishly admits to a beer. (Though my former fake ex-husband tells me that the hunters around Jackson Hole--where Dick lives when he's not playing Texan--don't drink beer when they hunt, because it makes them pee; they drink whiskey.) I think the alcohol aspect is especially likely since the people who went to the hospital on Saturday night--Ben Love, Mercedes Whittington, Bob Hixon, and George Willeford--made up the entire other hunting party. If Dick's hunting party was drinking heavily, it would make sense that none of them would go to the hospital while still shit-faced.

But the alcohol can't be the sum of the story. If it were, Katharine Armstrong and Dick would not have made such herculean efforts to avoid mentioning Pamela Willeford, who after all really did see the accident since she was standing right there next to Dick (that is, if we can believe the stories they've been telling).

Now, I don't buy the rumors that Dick was hiding an affair with Willeford. I mean, if I were a cuckold, I don't think I'd be visiting the guy whom my wife's lover just shot. Not unless this is a real 1970s swinger crowd, Texas style. (Though I am reminded of the rumors about John Bolton at Plato's retreat, so I suppose it is possible.) I think Dick was trying to hide the presence of Willeford for other reasons.

The other reason folks have mentioned for the secrecy about the shooting is that Katharine Armstrong, a registered lobbyist for Baker Botts, wanted to hide her close meetings with Cheney. I think there's more promise here--to which I'll return shortly. But before I look at that, I want to consider the way the manager of a nearby ranch characterized the lunch discussion on Sunday.

The manager of a ranch in neighboring Brooks County attended a quail lunch at the Armstrong Ranch headquarters midday Sunday with Cheney. Lavoyger Durham, manager of El Tule Ranch, said the luncheon talk was of "North Korea, India, China, Taiwan."

This conversation, remember, occurred shortly after Katharine Armstrong finally revealed news of the shooting to the Corpus Christi Caller-Times, but before the Caller-Times had published the story. This is the period when Dick is supposed to have been "in meltdown" (indeed, Durham says that Cheney canceled Sunday's quail hunt, so he must have been in meltdown). But in spite of all this, in spite of the fact that this crowd is still deeply in crisis mode, they're talking about world affairs.

Anne Armstrong, Grande Dame of Republican Scandal

Given that background, consider Anne Armstrong's amazing biography. In addition to some really amazing career moves (the first woman Ambassador to the UK, the board of Halliburton), her career has remarkably tracked the outlines of the big Republican scandals of the last half-century.

Now, let me be clear. Aside from Armstrong's activities while Chair of PFIAB under Reagan, there is little evidence to connect her directly to these scandals. (Though if you want to put pull up a selection of all the best conspiracy theories--replete with the Knights of Malta, the Trilateral Commission, and the Council on Foreign Relations--do no more than Google Anne Armstrong and William Casey.) By showing these chronologies side by side, I'm trying to show that Armstrong has been there, at the least as a trusted insider, through Watergate, the October Surprise, and Iran-Contra. Aside from Rummy and Dick--whom Amstrong apparently met during the Ford Administration--and the Bush family taken as a whole, there are few people whose careers have tracked the big Republican scandals as closely as Anne Armstrong.

I mentioned that PFIAB was the exception, the period when Anne Armstrong can be shown to have been more closely involved in Republican scandal. Armstrong apparently helped draft Executive Order 12333, which provided new guidelines for intelligence work--including limited domestic surveillance and covert operations. Armstrong was involved in some of the wackier anti-Soviet conspiracy theories, including the allegation that the Russians attempted to assassinate Pope John Paul. And it is alleged that when Reagan dismissed half the PFIAB (but not Armstrong) in 1985, he was trying to cover up Iran-Contra. Armstrong has also had a hand in furthering the careers of both Rove and Cheney--Rove in 1981 when he was starting his direct mail company, and Cheney when he was named CEO of Halliburton. Consider that fact ... Anne Armstrong is one person who can claim significant pull from both the strongest poles within the Bush Administration.

So as we consider what Dick might be hiding about shooting Whittington, consider Anne Armstrong's long-term role in the Republican party.

Katharine Armstrong, Grande-Dame-in-Training

By all appearances Katharine seems to be adopting her mother's mantle as big Republican insider, and incidentally, as the most vocal representative of the Armstrong family. She, like her mother, has benefited from Republican patronage, including the Bush II appointment to the Texas Game and Wildlife Commission. And, like her mother, she is closely involved with the defense contractors that make Republican administrations rich.

But before we talk about her lobbying, I'd like to look at some of the high-level meetings Katharine has attended. Katharine Armstrong has been invited to sleep-overs at the White House. She attended the White House dinner for Prince Charles and Camilla, Duchess of Cornwall (and apparently sat next to the Prince). This was a public function, though, with everyone from Lynn Swann to Yo-Yo-Ma--they even let Mary Cheney's partner attend! So it's not surprising that the former daughter of the Ambassador to the UK and a close Texas friend would get an invite.

But Katharine's visits with Bush get more interesting when you look at her visits to Crawford. She was invited when Blair visited Bush at the Crawford Ranch in April 2002.

Bush and First Lady Laura Bush hosted Blair and his wife Cherie Saturday night for a dinner of pecan-smoked beef tenderloin and pineapple upside-down cake at the Prairie Chapel Ranch.

Also present were senior aides to both leaders, as well as Jenna Bush, one of the two Bush daughters, and Kathryn, the Blair's infant daughter, and Gale Booth, Mrs. Blair's mother.

Also invited was Katharine Armstrong Idsal, head of the Texas Parks and Wildlife Commission.

This was the meeting, recall, when Bush and Blair decided to go to war against Iraq.

Downing Street has consistently refused to disclose the date on which Mr Blair promised George Bush that Britain would join the US in an invasion of Iraq. But evidence obtained by the IoS suggests that it was as early as April 2002, when the Prime Minister met President Bush at his ranch in Crawford, Texas.

A ruling by the Parliamentary Ombudsman, seen by the IoS, says the Government sought advice about the legality of a possible invasion of Iraq in the spring of 2002 as the result of "statements made in a particular press release".

The date of the release was 9 April 2002, the day after Mr Blair completed his two-day summit with Mr Bush in Texas. The implication is that immediately after the Downing Street official spokesman had denied that the meeting was a "council of war", the Government was investigating the legality of such a war.

So it appears (unless the "was invited" label suggests she didn't show) that Katharine Armstrong happened to be present the weekend Bush and Blair decided to go to war.

Then, last August, while Cindy Sheehan was camping outside Bush's ranch in Crawford, Katharine Armstrong was visiting the ranch again.

"I'm going to have lunch with Secretary of State Rice, talk a little business; Mrs. Bush, talk a little business; we've got a friend from South Texas here, named Katharine Armstrong;

Now, this report appeared on Monday August 22, but Katharine's presence (the article is confusing, because it describes both Katharine Armstrong and Lance Armstrong, by last name, going on bike rides with Bush) is related to be the "Saturday before last" which would make it August 13, 2005. That's curious timing because of three events that happened earlier that week. First, on Monday August 8, Cindy Sheehan was told that she and her supporters might be arrested starting that Thursday, August 11.

Folks speculated at the time that the rumored arrests might be planned in response to two other events that would occur that week, a Thursday meeting with Condi and Rummy (and, according to the picture released by the White House, but not news reports, Dick) and a Friday fundraiser. As the NYT reported that week:

It is not clear how the White House will handle Ms. Sheehan. Mr. Bush usually comes and goes from the ranch by helicopter, but he might have to drive by her on Friday, when he is scheduled to attend a Republican fund-raiser at a ranch just down the road from where Ms. Sheehan is camped out. She will no doubt get another wave of publicity on Thursday, when Defense Secretary Donald H. Rumsfeld and Secretary of State Condoleezza Rice join Mr. Bush at the ranch to discuss the war.

Here's how Stephen Hadley described the content of the principals' meeting:

The principals then met and Secretary Rice updated the principals and the President on the status of the Iran nuclear issue and recent developments in IAEA Board of Governors in Vienna. She also talked about next steps with respect to the six-party talks dealing with the North Korea nuclear issue, and also talked about preparations for a Gaza disengagement, which will begin next week.[my emphasis]

Now as it turns out, no one was arrested that Thursday, and the Bush motorcade drove right by Sheehan on Friday, so the speculations as to why they might be arrested were never more than that--speculations. Moreover, it is not clear when Katharine Amstrong arrived or whether she met with Condi and Rummy or attended the fundraiser (which was closed to the press). It seems likely that she attended the fundraiser, since it was basically a big get-together for the Pioneers:

About 230 people were attending the fundraiser at Stan and Kathy Hickey's Broken Spoke Ranch, a 478-acre spread next to Bush's ranch. All have contributed at least $25,000 to the RNC, and many are "rangers," an honorary campaign title bestowed on those who raised $200,000 or more for Bush, or "pioneers," those who have raised $100,000 or more.

And it seems likely, too, that she at least met Condi, who was clearly still around and "doing business" when Armstrong was there on Saturday.

Call me crazy, but it seems like Katharine is the "Where's Waldo" of Republican warmongering, showing up in Crawford every time these Republicans want to talk about going to war against some country in the Middle East.

Which is, I think, important context to consider the question of lobbying. Sidney Blumenthal provides a good introduction to Katharine's lobbying career.

Katharine Armstrong took up lobbying after her recent divorce. Her contracts include Parsons, a construction firm that has done work in Iraq, among others. Her business partner, Karen Johnson, a close friend of Rove's, does extensive business with the State Department, the U.S. Agency for International Development and defense contractors. But Armstrong's protestations to news media that she does not lobby Cheney should probably be taken at face value given her background.

If Parsons Corporation can thank Armstrong and her partner for their success in Iraq, they have a lot to be thankful for. After Halliburton, they were one of the biggest contractors in Iraq, winning up to $3 billion of contracts to build new security facilities, rebuild public buildings, rebuild the infrastructure, build facilities for the US military, and work on oil fields in the area surrounding Kirkuk. Their work has been almost as plagued by quality problems as Halliburton, including several hospital reconstruction projects that left the jobs half done.

At the maternity hospital across town, Dr. Yassin could hardly disguise her mounting frustration. She said the contractor, the Parsons Corporation, had repaired the hospital's reverse osmosis water purification equipment, but that little else had been accomplished in the five months since the renovation began.

Only one of the hospital's four elevators is working, and that is the one Parsons left in operation while the others were supposedly being repaired, she said, adding that no one is working on the elevators now. Major Smith said Parsons had completed the work but that it was so shoddy the Army would not certify the elevators for use. He said the company had since agreed to bring in elevator specialists to redo the job.

Parsons was also supposed to fix the hospital's incinerators, but it completed the work without hooking up gas lines to fuel them, Dr. Yassin said.

So we know that Katharine has helped Parsons defraud the American taxpayer and the Iraqi people. But we don't know Katharine's primary contracting client. Or rather, we don't know which client of Baker Botts she lobbied for.

Armstrong was paid $160,000 in 2004 by the powerful legal firm Baker Botts to lobby the White House, according to records she filed with the U.S. Senate as required by lobbying disclosure rules. The records indicate she was paid the money after she "communicated with the White House on behalf of Baker Botts clients."

In a phone interview, she told NBC News that in return for the money in one case, she set up a meeting at the White House for a Baker Botts client, although she said she felt she could not release the client’s name.

"A meeting for doing something with one of their clients," she said, describing the event. "I’m not at liberty to say which." She says she cannot remember which White House official the meeting was with. She also said that during the inauguration proceedings, she got Karl Rove to speak at a Baker Botts function. "I got them Karl Rove," she said.

Records indicate that early in 2005 she ended her dealings with Baker Botts.

A $160,000 meeting? Not as much as the $9 million Abramoff commanded to set up a White House meeting. But a pricey meeting nevertheless. And given Katherine's demonstrably faulty eyewitness skills, I suppose it's not a surprise that she can't remember whom she was lobbying.

Baker Botts clients include many energy companies, some white collar criminals, and some SEC violators. Two "companies" it had notable dealings with in 2004 include the Saudi royal family (defending them against a suit holding them responsible for 9/11) and Halliburton. In fact, Halliburton hired Baker Botts lawyer James Doty, the guy who got Bush off his Harken energy insider trading problems, to investigate the circumstances surrounding Halliburton's bribery in Nigeria.

We have no way of knowing whether Katharine was lobbying on these clients' behalf, or someone else (though frankly, I suspect neither Halliburton nor the Saudis would need Katharine's services at the White House, since they could just call Bandar Bush or Cheney). But it's worth noting that Baker Botts was named the Global Oil and Gas Law Firm of 2005.

The point being that, if Katharine is "lobbying" for someone, she's doing a lot more than simply setting up meetings. She's got personal ties to Parsons and Halliburton, two of the five big DOD contractors with inside bids for Iraq business (and any other business that arises out of little Republican adventures). And she has a history of popping up at meetings that seem to be cabal sessions to plot the next oil war. And, apparently, an aspiration to replace her mom as the Grande Dame of Republican Scandal.

What about Ms. Brown Negley?

One more detail we ought to consider when asking what Dick is trying to hide--the least discussed house guest, Nancy Brown Negley. Described in the NYT piece as a philanthropist "whose family once controlled Brown & Root," she is described elsewhere as the heiress to the Brown & Root interest. Brown & Root, of course, has become Halliburton, the big beneficiary of the Iraq war, as well as a great deal of other defense contracting. By all appearances, Negley's primary occupation is to give money away (and to good, artsy causes, too!). But she, too, has ties to one of the construction/DOD contractors making a killing off of this war.

Negley herself played host to a Bush Administration hunting party, this time with both Georges Bush and James Baker III, on New Year's Day, 2004.

Q How was the hunt?

THE PRESIDENT: It was good fun. You know, when you hunt quail, you get a lot of exercise. As you know, I like exercise. And so my Dad and I, and Ms. Negley, whose ranch we were on, walked a lot of territory, watched the dogs work, and knocked down some birds.

Q How many?

THE PRESIDENT: I think I shot five. The limit in Texas, I believe, is 15. I'm not that good a shot, but it was a lot of fun.

And it was Ms. Negley's ranch manager--hers is the El Tule ranch--who is probably in a bit of trouble right now for blabbing about the world affairs conversation at last Sunday's lunch. I'm not sure what Willeford was doing there (though she has also done sleep-overs at the White House), but she seems to have been the guest of a bunch of people benefitting from George Bush's "long war."

Which is all a way of suggesting that we're thinking too small. I'm not suggesting that every time the Bushes or Cheney get together with these old Texas DOD contractor families, they start a war. Perhaps they just like to maintain their privacy in case they find they need to start a war and profit off it handsomely. But there's much more of a history with these folks--particularly between the Armstrongs and Republican crooks--than you can fit in a little bottle of beer.

Every time I look at that Crawford principals' meeting picture, I wonder what the fuck the attendees must be thinking about meeting in such podunk surroundings all to foster Bush's false sense of populism.

But then again, these ranches seem to be more about privacy than perks.

Great essay on the Armstrong dynamic duo. But I have two caveats: I would be willing to bet that both Armstrong grande dames are invited to Crawford whenever the Bushes are there. And the point about the other hunting party going to the hospital is explained by this NYTimes account (if it is to be believed, and I haven't found any account totally credible):
"They saw the ambulance with Whittington speeding toward them and tried to flag it down, but it sped away, Love said. He and Mercedes Whittington, George Willeford and Bob Hixon then made their own way about an hour and 20 minutes north to a hospital in Kingsville."
Mercedes Whittington was obviously going to follow that ambulance no matter what, and the rest were in the car with her, so they properly accompanied her.
Meanwhile back at the ranch, Katherine Armstrong wouldn't have abandoned her other guests, and Dick is Dick. Pamela Willeford could have gone, but there was no compelling reason. And of course she was shitfaced.

Here's a quote from John Perkins' Confessions of an Economic Hit Man that seems appropriate:

Claudine told me [the economic hit man] there were two primary objectives of my work. First, I was to justify huge international loans that would funnel money back to MAIN and other U.S. companies (such as Bechtel, Halliburton, Stone & Webster, and Brown & Root) through massive engineering and construction projects. Second, I would work to bankrupt the countries that received these loans (after they had paid MAIN and the other U.S. contractors, of course) so that they would present easy targets when we needed favors, including military bases, UN votes, or access to oil and other natural resources.

If you buy Perkins' story, then it would make sense that the top leaders of such engineering companies would be closely tied to US foreign decisions, like wars.

Good question about Nagley and Whittington. It doesn't appear that Nagley is one of the largest stockholders of Halliburton, so she wouldn't be getting the money directly, in stock value. Also, she is REALLY busy as an art philanthropist, serving on boards and whatnot, so I can't imagine she'd have time to get involved in the day-to-day workings of Halliburton.

As far as Whittington, I wonder if it isn't more simple--that they needed a lawyer. If we really are talking about Swiss accounts, they might be brainstorming how to make something illegal look legal.

Minor correction: The name is Nancy Brown Negley. Many years ago I had a job that required me to keep track of the south Texas elite: the Kenedys, Browns, Armstrongs, etc.

If I have time, I'll post a comment about the peculiar world-view of those folks. Although, for an outsider, emptywheel has a pretty good grasp on the situation.

I know this is trite, but in the Cox article, it states that the Blairs were visiting with "Kathryn, their infant daughter". Unless Cherie Blair had ANOTHER baby around the same time, the only "infant" should have been Leo.
I think Kathryn is their daughter, who's in her late teens, early 20's.

The reason I mention this is that when a news article or work of non-fiction contains one factual error, I tend to start doubting other facts as written.

ew: I don't mean in any way to diminish the strong lines of cooperation/corruption between DeadEye government contracts and Haliburton/Armstrongs/Republicans. The evidence, however, that you have marshalled doesn't really support protection of the Armstrongs. Katherine's out front Sunday morning. If DeadEye had wanted to protect Katherine, he would have ordered Matalin to get the news out in DC, far far away from Kennedy County. Pamela Willeford's husband GOES to the Hospital, but Pamela didn't. As you so rightly have stated, Swiss Miss is the one they appear to be protecting, along with DeadEye. Maybe the initial report from the Secret Service to the Situation Room was correct, a hunting accident (NOT involving DeadEye)had occurred. Pamela shot Harry. DeadEye has a "crush" on Pamela (that's how she became Ambassador and was DeadEye's choice of company the weekend before Valentine's day) and announces that he will take responsibility, IF it becomes public. On Saturday night, the first stage of the cover-up is a complete whitewash so no one has to take responsibility. Second stage, Sunday morning, only becomes necessary once DeadEye and Matalin know they cannot completely bury it. The only reason DeadEye goes ahead, is because everyone believes that Harry's wounds are relatively minor. Only on Sunday morning, do they start trying to minimize damage to DeadEye's reputation. Matalin, non-hunter, decides to "blame it on Harry." If my theory is correct, Katherine's statement on Sunday was accurate, Harry was cracking jokes after he got shot. No way on Sunday morning they would have let DeadEye take the rap if they knew Harry was going to have a "cardiac event" on Wednesday as a result of the shooting. Wednesday's lightyears after Sunday, however, wrt newscycles. After Harry's heart attack, DeadEye has to depart from Katherine's "Harry was cracking jokes" version. Now DeadEye tells Hume, "Harry was "non-responsive." DeadEye wants to get this out, to give Harry an excuse, so he doesn't have to admit that he knows Pamela shot him. Much has been made of DeadEye's $20,000 Italian made shotgun, "a woman's gun." Italy has a border with Switzerland.
As you are well aware, if my speculation is accurate, I am thrilled with DeadEye's decision. DeadEye's coverup for Swiss Miss provides a narrative that even Rita Cosby and CNN have to cover and it's a perfect metaphor for how Bush/Cheney frig up everything they touch, shooting Harry being just another example.

I think the reason they went with Armstrong breaking the story (regardless of who shot whom) is because she basically owned the press--she bought them another 8 hours, by directing the Caller Times to take their time before posting the story to the AP. Look at Katharine's and Anne's haughty attack on the press. They honestly believed no one would press this story because, well, they're the Armstrongs.

What I'm saying with this post, though, is that what Dick was hiding is the society he was in--and probably this specific meeting. For that reason, I think they were hiding Willeford more for her Swiss connections than anything else. After all, if she shot Whittington, they could just announce it--she's no more likely to go to jail than Cheney.

One more reason I think Cheney fired the shot, though, is that from reports it sounds like Willeford is a really good shot. There's plenty of evidence Cheney is just plain reckless. And whatever happened with this shooting, some recklessness is involved.

Thanks a lot emptywheel. Another problem with my speculation was that after Harry's cardiac event, Bush/Rove wouldn't have cared what DeadEye wanted or what he told the Sheriff of Kenedy County. They would have ordered the Secret Service if need be, to come forward, because "DeadEye shooting Harry" was pulling them down with him. This reinforces your main point that everyone is trying to protect Swiss Miss and the "society."
If you have the time or the inclination, I am interested in your take on DeadEye's comments to Hume and Matalin's comments on MTP that "Rove is a friend of the Armstrong's too."

Like I said, I'm fascinated that Anne Armstrong has such strong pull with both Cheney and Rove. It has become so easy to think of this administration as bipolar, meaning Cheney and the Neocons on one side, and Bush and the Texas Mafia on the other. THe Armstrongs own some of the soul of both those poles. Which begs the question of why they do.

If you buy my assocation between cabals like the Armstrongs and their friends and Perkins, then you need to think of who set up that system, whereby the US asserts its hegemony over the rest of the world via debt. I've long believed it was a conscious choice under Nixon (at the same time as he took us off the gold standard), because someone realized we were no longer the most powerful country anymore--the commodity producers (particularly, but not exclusively OPEC) would wield too much influence. So you financialize all relations, so your lack of competitiveness wrt pure trade is hidden for a number of years. Of course, eventually (as in now) even that won't work anymore, so you're forced to find another way to sustain your hegemony over the world. Only now, I think they're ready to jettison the state, to revert back to a kind of neo-feudalism where states--and the rule of law--would only get in the way of demanding loyalty in exchange for limited security.

Anyway, as I said, who implemented this whole system? Did it come from the big construction companies and trickle down? Or did the government recruit the construction companies--providing the system of guaranteed loans through programs like ExIm Bank--to make it work? I rather think it's a coalition between the two (which is why Anne Armstrong's and Dick's careers are so interesting). But I can see that the Armstrongs might think in terms of the roles they needed to fill to accomplish their own power accumulation. And one of those would be to have a slime like Karl on staff. They've gotten the brains with Cheney and the brashness with Rove. And W is really just a role player who can't even shoot quail effectively.

Interesting read, and thanks for all the research. It certainly raises some questions on the men/women pulling the strings of the public power puppets.

A minor quibble: I wouldn't exactly call the GHWB Presidential Library or the A&M Regency a "scandal." GWB was governor of Texas in 1997, and regent seats are the state equivalent of ambassadorships as far as political backscratching goes. I think this proves nothing more than that Armstrong has close ties to the Bush family.

I was a student at A&M and I attended the opening of the GHWB library, so it must have officially opened before May 1998. If Armstrong was named to the board in 1997, that was way too late to have played any part in establishing the location for the library. If she had anything at all to do with the Libary placement, it happened before she became a Regent--and might be the reason she became a Regent--but that's par for the course and not a scandal, per se.

Yeah, good point. I should have made a distinction between the already-scandals (Watergate and so forth) and the other key connections.

The library opened in 1997, the same year Armstrong was named trustee. One of the reasons I think it important (or at least curious) is the degree to which Bush has fought to keep Poppy's papers secret. So I think it curious that W put a friendly face on the board at the same time as the library opened.

One only needs to have read the editorial page of the WSJ for the last ten years for evidence of this. Unless we stop it, this is exactly where we're going. We Americans might not all like each other, but we have a lot more in common with each other than we do with many other parts of the world. Besides, at least we still have somewhat of a voice.
Your speculation about Armstrong is very interesting, if for no other reason that it appears to be what Paul Gigot satirized last week in the WSJ. (I didn't read his article, but heard Russert describe it yesterday on MTP.)
Funny thing is, I don't remember seeing anything like this discussed last week on any of the blogs that I read --and I read quite a variety of them.

Thanks for pointing it out. Knowing Gigot, it may have been pre-emptive. It is a problem that Armstrong may have lobbied for Halliburton (or anyone else, to Cheney)--it's a violation of gift laws and disclosure. So I wonder if Gigot brought it up to blunt the effectiveness of it when we on the left brought it up.

EW, regarding your "debt hegemony/neo-feudalism" theory, if I understand it correctly: investing in the US has been a no brainer for some time and still is, debt is also a healthy growth strategy in most situations - a competitive advantage for companies and nations. Was your opinion the same during the Clinton administration, or would it be if a future equivalent were in charge? I see Cheney et al to be oppressive, but only until the public puts the Dems back in charge.

Regarding SwissMiss I'm hesitant about money laudering by this cabal, maybe it's something to do with terror financing or economic sanctions or oil trade or the NSA or nothing (though I'd discount this last one)? Maybe Mark Rich has some spies in Iran?

I believe that from 1945 to 1971, the US was the strongest country in the world based on our having successfully turned wartime production into peacetime consumer lifestyles and growing our agriculture. We mostly competed fairly at this point (except against a few select countries, like Argentina). We exercised our hegemony through the UN, where we had lots of control.

After 1971 or so, several things happened. We became subject to commodity cartels. Other countries had recovered sufficiently from the war (or advanced) to be able to compete with us. And between the increased number of nations and general skepticism about the US, we no longer had such an easy time in the UN. Add in our loss in Vietnam later that decade, and we were facing the end of our hegemony.

Between 1979 and 1984, a new system was worked out, the one described in Confessions of an Economic Hit Man. We forced developing nations into "free" trade, thereby breaking up most commodity cartels (with the exception of OPEC). And we backed out of UNESCO, thereby forcing the rest of the world to negotiate media, communication services, and IP issues at the WTO rather than the UN (at the WTO, we had the kind of power we used to have in the UN). That is, we forced the multilateral discussions that affected the one area where we still did have a competitive advantage into an arena where we had overwhelming influence. Over the next 10 years, we began to move more of our production overseas, to replace it with services. At the same time, we began to rely increasingly on debt to keep this system in place.

All of which accelerated in the last 10 years--including the Clinton era. The continual search for free trade agreements (as distinct from the long-term investment in a free trade block that the EU has pursued) is an effort to find always-cheaper manufacturing countries, and hopefully some buyers for the few products we make anymore. The rise of IRAs and 401ks were an attempt to force more money into our stock market to shore it up, just as the attempt to force social security accounts into the stock market. But it has become increasingly clear--particularly after the dot-com bust, that the system is unsustainable.

I think this was clear under Clinton (and therefore he does deserve some of the blame). What has made it worse under Bush is our increasing uncompetitiveness and the tax cuts.

Now, after the dot-com bust (or even before), a great leader might have taken the opportunity to put our economy back on a sustainable ground, even if it meant trading some of our world power. Bush and his cabal chose the opposite, to suck the last bits out of the American economy. In fact, Bush also chose to ignore two more threats that made this all the more problematic--global warming and peak oil. Which is why I believe these guys are really going for full neo-feudalism. They've given up any attempt to stave off some really dire problems, presuming (I guess) that they'll live in gated compounds and have an unlimited supply of cheap help.

So yeah, I think Clinton was a big part of the problem. He, or Gore, would probably be working to address the two additional threats (global warming and peak oil). But I don't think they'd have addressed the really fundamental imbalances in our economy. They've have slowed the crisis, but not averted it.

I agree that Bush and the Republicans have been terribly irresponsible with the economy, don't get me started on their tax cuts, and that it will take a long time to repair the damage they caused. The tragedy is that it was mostly avoidable.

I also recently read that Whittington, despite being a Texas Republican, is a big supporter of prison reform and opponent of the death penalty. He and Cheney might well have had some interesting conversations re Abu Ghraib etc....

As far as the construction firms such as Brown and Root are concerned, to get at the Government/industry connection you have to drop all the way back to World War II. Back then we had an outfit called the Seabees, who designed and constructed modular buildings of all sorts wherever the Navy landed and then some. At the end of the War, they owned not only the designs, but the technology and all the patents. Enter Lyndon Johnson who exercised his contacts, and got the War Assets Administration to sell off the truely valuable Patents and the war surplus which was not valuable at all to Brown and Root -- which was then just a little bitty Texas firm that sent commissions to Johnson for his Senate Campaign in 1948. Brown and Root got the patents for something like two cents on the dollar. It is the whole foundation of LBJ's political career. Robert Caro has lots of this in his Bio of Johnson -- but there are other sources.

One of the interesting matters that has always intrigued me is that LBJ and B& R got the patents for all but one building style. The other was Lustron's patents -- do you know what a Lustron Home was all about? It was a "design it yourself" steel panel thing -- you lay down the foundation, and the house including all interior finish came on a truck, and it was all 4 X 6 Steel Panels ready to screw together. Plumbing, wiring, everything was ready to just plug and play. Three or four people without equiptment could assemble in a weekend.

Anyhow, the chief advocate for Lustron was Joe McCarthy who understood Lustron as a Populist House -- and the guy who screwed McCarthy to a fair-thee-well on this one was LBJ. Lustron was also a Seabees patent. Lustron paid for McCarthy's first campaign in 1946 in Wisconsin, and in return he was supposed to get them a big time loan. LBJ made sure it did not happen.

Of course Brown and Root did get the loans and contracts -- every time you see something that looks like a Quonset Hut (try Rural Airports and farms) it is B & R. And then Korea, Germany & Vietnam got a whole lot of the advanced versions of them.

Maybe this is off topic and maybe not: w/r/t the fast (30 days!) and secret approval of the P & O port operations business to a government of Dubai company - is it just coincidence that a Texas company just announced its plans to invest hundreds of millions there on a commercial "space port" operation? That is, they made their announcement on the day after the secret port approval was announced.

It seems almost certain that the WTO and its corporate sponsors will truly one day rule the world. They've managed to take over so much already. Our own country is run by lobbyists, their pocketed legislators and the corprations who keep them in power in exchange for lucretive government contracts. Is there anyone left in Washington who is concerned about the interests of the people?

Not only did W look to protect his papers, but W also hid his gubnatorial papers in his father's library, and reclassify them as federal property, thus depriving their former owners, the good people of the state of Texas, from seeking them under Texas open records law (much more user-friendly than FOIA).

The next question is how do we stop them? How do we get rid of them in the short, smart message to regular people who will respond?

How do we get the Democrat brand name to mean something good, positive and approachable to people, again?

(you all know this, but that is what we got to do).

Bo Hubert may not be, but there is a good chance his family is.

There are a couple of Hubert families of distinction in Texas. One used to be President of Texas A&M - I don't think it is him as I checked and came up empty.

Another branch has family members in the Texas Department of Agriculture No. 2 slot, the US Attorneys office and yes, a John Hubert was (and may still be) a prosecutor in Kennedy County.
