Without knowing what is in that report, it's hard to say whether it would help terrorists or not.

However, there's no doubt that the spent fuel rods (a more precise term than "radioactive waste") would be safer from terrorists in Yucca Mountain than at the reactors.

The issues are simple. The politics keep them from being discussed, even in that WaPo article.
