Updated: How Can They Protect Us?

Just when you think no new revelation about the incompetence of this Administration could possibly flabbergast you more than the last one you heard about, they clobber you again.

The latest is a story in today's Chicago Tribune :

Internet blows CIA cover

It's easy to track America's covert operatives. All you need to know is how to navigate the Internet.

 WASHINGTON -- She is 52 years old, married, grew up in the Kansas City suburbs and now lives in Virginia, in a new three-bedroom house.

Anyone who can qualify for a subscription to one of the online services that compile public information also can learn that she is a CIA employee who, over the past decade, has been assigned to several American embassies in Europe.

The CIA asked the Tribune not to publish her name because she is a covert operative, and the newspaper agreed. But unbeknown to the CIA, her affiliation and those of hundreds of men and women like her have somehow become a matter of public record, thanks to the Internet.

When the Tribune searched a commercial online data service, the result was a virtual directory of more than 2,600 CIA employees, 50 internal agency telephone numbers and the locations of some two dozen secret CIA facilities around the United States.

Only recently has the CIA recognized that in the Internet age its traditional system of providing cover for clandestine employees working overseas is fraught with holes, a discovery that is said to have "horrified" CIA Director Porter Goss.
Well, it's understandable. Because the Internet has only been around for six or seven months. On such short notice, how could they possibly know their covers might be penetrated?

At a minimum, the CIA's seeming inability to keep its own secrets invites questions about whether the Bush administration is doing enough to shield its covert CIA operations from public scrutiny, even as the Justice Department focuses resources on a two-year investigation into whether someone in the administration broke the law by disclosing to reporters the identity of clandestine CIA operative Valerie Plame.

I can see Robert Novak and Scooter Libby smiling from ear to ear now, reprising the hoary argument rightwingers have been using since 2003 that Plame wasn't really a covert agent, so she couldn't be exposed. "See," they will now argue, "Plame couldn't be covert because NONE of the CIA's agents are covert. They're all on the Internet."
Not all of the 2,653 employees whose names were produced by the Tribune search are supposed to be working under cover. More than 160 are intelligence analysts, an occupation that is not considered a covert position, and senior CIA executives such as Tenet are included on the list. ...

But an undisclosed number of those on the list--the CIA would not say how many--are covert employees, and some are known to hold jobs that could make them terrorist targets.


We all know our nuclear plants and chemical plants and ports still aren't well-protected from a terrorist attack. But you would think that Bushco would have at least made an attempt to protect its own agents.

Or does Dick Cheney really hate the CIA that much.

If I had read the sidebars in the Chicago Tribune series before posting, I would have known that my half-snarky, half-serious speculation about Novak and Libby may well have been the key POINT of the whole series, as suggested by more astute folks than I at firedoglake and especially Larry Johnson at No Quarter.

Despite what we learned about Judy Miller, I still give people with Pulitzers, in this case the series' reporter John Crewdson, who has a small amount of CIA coverage under his belt, too much credit. Mea culpa

the pattern to protect the US and its CIA agents that work for these companies started when China tried to by that Cali oil company and got blocked by Congress. Last week they made a deal with Iran to provide all the Uranium needed, etc. Ports deal? Maybe less terror and more security, but definately better security for US ports.

As far as CIA, they really are not needed. They pretty much use the job to take more work away from everybody else or run for Congress. No one needs them anyway.

It seems a lot of work to try to find on the internet who our covert agents are, when all they have to do is ask Libby, Cheney, probably Rove, Bush, and Rums.

Gee, it's okay to outsource control of our ports. It's okay to out a bunch of CIA agents (Hey, they weren't covert ENOUGH!). It's okay launch a preemptive war for false reasons. And it is okay to violate the Constitution.

Thanks MB, the Tribune doesn't argue the point that the CIA considered Plame covert, per narexbyrnes, her cover wasn't "covert enough."

I'm gonna need the slo-mo replay on that one.

They became a matter of public record because of the internet?

So, they were kept in secret somewhere, and then the internet somehow ran a tendril-like ethernet cable ever so slowly up the back of the file cabinet, inside, and sucked up all the data? (I'm picturing the killer plant Audrey II from Little Shop of Horrors here.)

It seems more likely that "they became a matter of public record because" somebody typed them into a database, and either published that database or sold it to a private contractor who leaked the data.

Someone ought to be going to jail (if not executed) for this -- and it ain't "the internet."

That's a pretty discouraging article, mostly because it doesn't suggest that there was one big security breach. It suggests that the CIA has a bunch of NOCs-in-name-only -- folks with "easily decipherable covers that include little more than a post office box for an address and a non-existent company as an employer." That plus the last paragraph, which talked about how completely easy it was for the Italians to track our CIA boys in Milan, makes me wonder whether 1) the agency fell a long way in 15 years, or 2) how in the hell we beat the Soviets.

Ho boy. Just read the companion article from the update. Don't know what to say about that. Except that I'm reassured that there are at least some NOCs who don't drive into Langley. Beyond that, time to go read FDL and Larry Johnson.

The sidebars are key - Crewdson also got articles on CIA front companies and the genesis of the Intel Agents Protection Act into yesterday's paper.

FWIW, Crewdson helped bust the CIA rendition flights back in Jan 2005 (the Times arrived in May.)

Last thought - read Larry Johnson and then try and tell me with a straight face tghat he is making any sense at all. How can he possibly square this, from his post:

Please search the internet and identify 100 CIA officers for me. Go ahead. Give it a shot. Oh, I forgot, first you need a name. You do not just enter a random name and come up with a flashing sign that says, "this guy is CIA". So really what you are saying is that if I tell you someone works for the CIA you can do a search...

Crewdson came up with 2600 CIA names! Does Johnson seriously think he winnowed that down from 20,000 or 30,000 random names in the news?

Did Johnson even read the article? The articel I raed made it pretty obvious that Crewdson used a subscrition on-line service to find CIA names for him:

Tom, my reading of the Trib article is that Crewdson has very talkative sources. Very talkative. He was handed lots of info on a platter.
The Tribune is not disclosing the identities of any of the CIA employees uncovered in its database searches, the searching techniques used or other details...

It isn't a secret that these people exist. It is secret what they're doing for the CIA. Crewdson was told what to search for. What Larry Johnson said makes perfect sense.

No need to worry.

Porter Goss has an advanced understanding of technology and computer security and this breach of security is likely already fixed.
